The nonbinding resolution offered by Sen. Pete Wilson (R-Calif.), approved 93-0, called for retaliation against the Japanese semiconductor industry for freezing U.S. firms out of their home market while selling at unfairly slashed prices abroad. The Senate attached an amendment calling on the Japanese to expand foreign investment in their proposed trans-Pacific fiber optic cable.
