The chairman of the House Aging Committee proposed a catastrophic health insurance plan that “takes a much bolder step toward better protecting” low-income elderly and children. The $15-billion initiative by Rep. Edward R. Roybal (D-Los Angeles) would provide unlimited hospitalization, limit out-of-pocket medical costs at $500 per year, pay for up to a 10-day nursing home stay and cover many prescription charges.
