Philippine President Corazon Aquino, visiting the southern island of Mindanao, endorsed the idea of unarmed anti-Communist citizens groups as a legitimate example of “people power.” Supporters of such citizens groups say they help combat communism, but opponents fear they may threaten law and order. Aquino blamed extremists of both the left and right for the country’s instability, while the Philippine military remained on full alert against rebel attacks as the Communist New People’s Army marked its 18th anniversary.
