Haitians voted on a new liberal constitution in preparation for presidential elections Nov. 7, and early reports indicated overwhelming approval. Results of the referendum will not be announced for 15 days. The constitution would pave the way for a democratically elected government to replace the provisional one that took power after the Feb. 7, 1986, overthrow of the regime of President Jean-Claude Duvalier. It would also ban from public office for 10 years anyone associated with the Duvalier government. With 250 of 1,500 polling stations reporting, 215,000 yes votes were counted against only 358 no votes, officials said.
