President Reagan urged Congress today against retreating from its own budget-cutting target and promised “there will be more” battles to hold down expenses like the one he lost on the highway bill.

At a ceremony to accept a $1.5-billion check to the government from the sale of its Conrail stock last week, Reagan--with Transportation Secretary Elizabeth Hanford Dole at his side--spoke of Thursday’s bitter defeat on his veto of the $88-billion highway legislation. “It was a battle well worth waging, and there will be more,” Reagan said.
