The South Coast Air Quality Management District has issued a citation against a Richmond, Calif., company that failed to obtain a permit to operate a 625-horsepower diesel engine on Dockweiler State Beach during a six-week dredging project at Marina del Rey.

Playa del Rey residents whose homes face the beach complained that they were disturbed by noise from the engine, which operated 24 hours a day, and by fumes they said caused nausea and headaches. The project was completed Tuesday.

James Birakos, a spokesman for the air quality district, said an inspector has issued a citation against Dredge Master Associates for operating the diesel engine. A permit is required for 500-horsepower or larger engines, he said.

Attorneys for the air quality district will review the case and determine what penalties will be sought, Birakos said. Failure to obtain the required permit is a misdemeanor that could result in as much as $1,000 a day in fines or a six-month jail sentence, he said.
