The Senate voted today to authorize investigations by the Federal Trade Commission into the sale of health insurance policies for the elderly and the high liability rates charged doctors, dentists and day care centers.

The Senate approved, 80 to 18, a compromise amendment by Sen. Howard M. Metzenbaum (D-Ohio) that allows the FTC to study the insurance industry, on a limited basis, for the first time. The FTC would not be permitted to bring cases, enact regulations or set standards, only to report to Congress.
