The Senate overwhelmingly approved legislation ordering the Federal Trade Commission to investigate health insurance policies for the elderly and high liability premiums charged doctors and dentists. If enacted into law, it would be the first time since 1980 that Congress has authorized the FTC to probe any aspect of the insurance industry, which is exempted from antitrust laws and regulated by the states. The legislation was added to a three-year, $223-million authorization for the commission.
