Italian police have rounded up a gang that they believe sold 17 million gallons of fake wine that was difficult to distinguish in laboratory tests from the real thing.

Eleven people were arrested Saturday and three more were being sought, police said Sunday. All are accused of producing the imitation wine from sugar, water and chemicals. Investigators said that the sugar-based imitation was not a health threat.

Police said the liquid was sold in bottles in Italy over the last two years as high quality wine.
