The crew of a cargo plane that crashed and exploded in Kansas City, Mo., killing all four people aboard, did not respond to two radio warnings that the craft was too low as it tried to land, a Federal Aviation Administration spokesman said. The Boeing 707 crashed into a pasture and creek bank about two miles from Kansas City International Airport’s main runway Monday night, killing three crewmen and a passenger. The cause of the crash has not been determined, the spokesman said.
