The Los Angeles County Claims Board approved payment of $300,000 to a Caltech physicist who was partially paralyzed by a cycling accident on a Manhattan Beach bicycle path in 1981. Virgil Otto Terry, 44, was injured when he missed a turn hidden by the shadow of a retaining wall. He was thrown over the handlebars into the sand, striking his forehead, hyper-extending his neck and bruising his spinal cord. Assistant County Counsel S. Robert Ambrose said the county-built bike path was not designed for night use and thus had no direct lighting.
