Fanfani Gives Lineup of New Italy Cabinet

Prime Minister Amintore Fanfani announced the makeup of his Cabinet Friday night, while former Socialist Prime Minister Bettino Craxi issued a stinging attack on the new minority government.

Fanfani, a Christian Democrat who has headed five previous governments, presented a list of 25 ministers to President Francesco Cossiga.

The government, Italy’s 46th since the end of World War II, is to be sworn in today and presented before Parliament on Monday for a confidence vote.

The Cabinet is expected to be defeated in Parliament. Cossiga would then dissolve Parliament, call early general elections and ask Fanfani’s government to stay on in a caretaker role through the polls.

June Elections Expected

The elections are expected in June, a year ahead of schedule.

Fanfani’s Cabinet consists of 25 ministers, five fewer than in Craxi’s government. It consists of 16 Christian Democrat legislators and nine “technocrats” not directly affiliated with the Christian Democrats.

All 16 Christian Democrat ministers were in Craxi’s Cabinet. All retained their same posts, except Remo Gaspari, who switched from public administration to defense, replacing Republican Giovanni Spadolini.

Others included Giulio Andreotti, foreign minister; Oscar Luigi Scalfaro, interior, and Giovanni Goria, treasury.

Fanfani, 79, former president of the Senate, was named prime minister-designate Wednesday after a six-week political deadlock that followed Craxi’s resignation.

Craxi, at a news conference, charged that Cossiga had violated “the spirit and letter” of the constitution by giving a mandate to a government designed to “provoke the dissolution of the legislature.”

“It was pre-announced as an institutional government,” Craxi said. “From what I understand, the only institution present in this government is the Christian Democrat Party.”
