The U.S. Naval Academy is losing top civilian teachers to private colleges because of federal pay constraints, according to the institution’s academic dean. Half of the academy’s 600 faculty members are civilians. The pay discrepancies are so great that the academy was unable to fill a naval architecture opening for five years, said Dean Karl A. Lamb. Full professors at the Annapolis, Md., academy earn an average of $43,200 in a nine-month academic year. Stanford professors make $63,100 and Princeton professors earn $59,800.
