Floor Action:

AIDS: Passed and sent to the Senate on a 70-1 vote a bill (AB 806) by Assemblyman Richard E. Floyd (D-Hawthorne) to authorize county hospitals to give free AIDS tests to victims of rape or sexual assault in addition to tests for venereal disease and pregnancy. The bill also requires a state study of the AIDS problem within prisons.

Video Display Terminals: Passed and sent to the Senate on a 61-4 vote a bill (AB 348) by Assemblywoman Sally Tanner (D-El Monte) to require a state study on the need for safety requirements for video display terminals (VDTs) in the workplace.

Auto Repairs: Passed and sent to the Senate on a 65-0 vote a bill (AB 642) by Assemblyman Lloyd G. Connelly (D-Sacramento) to prohibit automobile insurance agents from taking kickbacks from auto repair shops in exchange for traffic accident business referrals.

Committee Action:

Libraries: The Revenue and Taxation Committee approved a bill (AB 440) by Assembly Speaker Pro Tem Mike Roos (D-Los Angeles) to exempt public library and school library books and materials from state and local sales taxes. A 16-0 vote sent the bill to the Ways and Means Committee for further consideration.

Senate Floor Action:

Appointment: Confirmed the gubernatorial appointment of Margery Handley of Willits to the state Transportation Commission. The vote was 29 to 0.

Miscellany:

Highways: Secretary of State March Fong Eu has given the green light to proponents of an initiative that would require net revenues from state sales and use taxes on motor vehicle fuels to be used only for highway planning, construction, and maintenance work. Tax crusader Paul Gann of Sacramento and Assemblywoman Doris Allen (R-Cypress) must submit 595,485 valid signatures of registered voters on petitions by Sept. 17 in order to qualify the measure for a spot on the primary election ballot in June, 1988.
