The Senate passed a highway safety bill today that would require auto makers to put lap-and-shoulder safety belts in the rear seats of new cars and to improve safety features of light trucks and minivans.

The measure, which now goes to the House for consideration, also would direct the government to try to create a numerical rating system that would tell consumers of the relative crashworthiness of cars.
