The Democratic-controlled Senate voted to sidestep the Gramm-Rudman budget law to allow consideration of a budget that fails to meet Congress’ deficit-reduction goals. By a vote of 50 to 46 that went roughly along party lines, the Senate ratified a clause in the Democratic budget that stated that it satisfied Gramm-Rudman--even though by its own estimates it would leave a deficit $25 billion higher than the maximum $108 billion the law allows.
