The five public health advisers who released a plan aimed at filling existing gaps in California’s AIDS treatment and prevention programs say they still hope Gov. George Deukmejian and the Legislature will declare a state of emergency to cope with the growing epidemic. Deukmejian had rejected the recommendation even before it was released officially. The health advisers--all nationally known experts--said the $20-million program seeks to create a health care system for caring for AIDS patients “that does not now exist.”
