President Reagan, in a statement noting a new round of arms control talks, said today he is convinced that an agreement limiting longer-range strategic weapons “is within our grasp, even this year” if U.S.-Soviet differences are resolved.

The statement comes amid signs the superpowers are advancing toward a pact to limit intermediate-range weapons in Europe, and indications that such progress could lead to a third summit with Soviet leader Mikhail S. Gorbachev.
