Governor Appointed William Denny Campbell of Laguna Beach to the board of trustees of the California State University system. A Republican, Campbell, 48, replaces Celia Ballesteros of San Diego, whose term expired. The job pays $100 per meeting, plus necessary expenses, and requires Senate confirmation.

Will speak to a California Federation of Republican Women conference in Sacramento today, and will address a luncheon observing Small Business Week in Sacramento on Wednesday.

Assembly Floor Action: Nudists: Passed and sent to the Senate on a 41-31 vote a bill (AB 251) by Assemblyman Gerald R. Eaves (D-Rialto) to allow nudists to serve alcoholic beverages to other nudists in established nudist camp restaurants--if local county sheriffs and boards of supervisors have no objections to such service.

Disability: Defeated on a 35-35 vote a bill (AB 605) by Assemblywoman Maxine Waters (D-Los Angeles) to require employers to grant up to four months of temporary disability leave to permanent, full-time workers who are disabled by non-work-related injuries. Reconsideration requested.

Refugees: Granted final approval on a 51-15 vote to a resolution (SCR 23) by Sen. Art Torres (D-Los Angeles) to create a Joint Committee on Refugee Resettlement, International Migration and Cooperative Development with an unspecified budget.

Senate Committee Action: Campaign Finance: The Appropriations Committee approved a bill (SB 111) by Sen. Bill Lockyer (D-Hayward) to set up a comprehensive legislative campaign finance reform plan, including limitations on contributions and expenditures, a ban on the transfer of funds between candidates, and partial financing of campaigns with state funds. The plan would be effective for the 1990 elections. A 7-0 vote sent the bill to the Senate floor.
