House Rebuffs Reagan on Arms

The House, working on a Pentagon budget, rebuffed President Reagan’s objections today and approved a Democratic-backed arms control proposal to ban tests of anti-satellite weapons.

The House generally split along party lines as it voted 229 to 188 to continue the existing moratorium on final-stage tests of anti-satellite weapons. That ban was put into effect 18 months ago when the House added it to another Pentagon budget bill. Meanwhile, Senate Republicans successfully fended off another attempt to force an end to their filibuster of a defense bill that has a provision Reagan dislikes, but Democrats promised to try again later in the week.
