An American delegation will go to Hanoi on Tuesday to prepare for a proposed later visit by retired Gen. John W. Vessey Jr., President Reagan’s emissary to Vietnam on the issue of American servicemen missing and unaccounted for from the Vietnam War. Technical talks on resolving the issue have been stalled for more than six months. The delegation is headed by Richard K. Childress of the National Security Council and Ann Mills Griffiths of the National League of (MIA) Families.
