CIA Misunderstood--Reagan

McLEAN, Va. —
President Reagan witnessed William H. Webster’s installation today as the 14th director of the Central Intelligence Agency and pictured the spy agency as underappreciated, misunderstood and “a likely subject of controversy.”
“Unfortunately, many of your successes can only be celebrated in private,” Reagan told employees at CIA headquarters in this Washington suburb.
