The Soviet Union is using a disputed radio frequency to broadcast weekend AM-band programs to the United States from Cuba, according to Charles Z. Wick, director of the U.S. Information Agency. The broadcasts in English began Saturday, the same day that the Soviets stopped jamming Voice of America transmissions, he said. “We certainly welcome the free flow of information,” Wick said, but he explained that the 1040-kilohertz frequency is already claimed by the United States and Cuba. Wick plans to protest the broadcasts during top-level talks in Moscow next week.
