President Reagan’s domestic policy advisers recommended that he urge states to start routinely testing all hospital patients for AIDS, Administration sources said. The Cabinet-level Domestic Policy Council also recommended that the federal government make AIDS blood tests routine in Veteran’s Administration hospitals, federal prisons and federal clinics, said the sources, who insisted on anonymity. The White House earlier said Reagan was leaning toward recommending AIDS tests for marriage license applicants.
