Marine Charged With Consorting With Soviet Women

A former Marine Corps guard at the U.S. Embassy in Moscow was accused of going to an off-limits bar, consorting with two Soviet women, and having an affair with one of them and lying about it, the Marines said Thursday.

The charges against Staff Sgt. Robert S. Stufflebeam, 25, of Bloomington, Ill., were presented at a pretrial hearing at the Quantico, Va., Marine base where two other Marines in the Moscow sex-for-secrets scandal were being held.

Unlike the other two Marines, Stufflebeam is not accused of spying or passing secrets to the Soviets during his yearlong tour of duty in Moscow that ended in May, 1986.

The hearing, held to determine if there is enough evidence against Stufflebeam for a court-martial, was recessed after 2 hours until June 8 to give the defense time to prepare its case, the Marines said.

The charges against Stufflebeam, who is not in the brig but is restricted to the base, were expanded from the three counts of failing to obey a general order that were filed against him when he was arrested in March.

He now is charged with nine counts of violating two separate articles under the Uniform Code of Military Justice.
