Brazil offered to resume some interest payments.

Brazil, which halted all payments on its $68 billion in loans from foreign banks three months ago, is now willing to make half-payments on the loans, a government spokesman said. The spokesman said that Brazil would resume part of its $1-billion-a-month interest payments if creditors accepted its debt proposals. The offer may be an attempt to mollify Brazil’s creditor banks, which have begun to set aside huge reserves against their Brazilian loans and are taking a tough stance in loan restructuring talks with Brazil.
