A federal judge ordered a temporary halt to a Veterans Administration plan to close eight community outreach centers that provide special counseling for Vietnam War veterans. U.S. District Judge Thomas F. Hogan granted a temporary restraining order sought by Vietnam Veterans of America. Hogan ruled that the group had raised “legitimate questions of irreparable harm that could attach to those veterans who would not attend a VA clinic” on the grounds of a VA medical center.
