The Centre City Development Corp. board voted on Friday to ask the City Council to exempt the downtown redevelopment area from any growth-management plan that imposes developer fees or limits the number of housing units that can be built.

At a public hearing Monday night, the council will consider competing growth plans proposed by Mayor Maureen O’Connor, Councilman Ed Struiksma and an environmental coalition backed by Councilman Mike Gotch. The council will also discuss whether to endorse an interim ordinance limiting growth while the city’s general plan is overhauled.

The CCDC board said that fees and a building limit would undermine the council’s goal of establishing an affordable residential neighborhood downtown.

O’Connor, who made downtown housing a major issue in her mayoral campaign, has already proposed exempting all redevelopment areas from any building limit, but she has not taken a position on developer fees.

The 27-member citizens’ task force appointed by the mayor to study growth management has recommended that redevelopment areas not be included in any limit on building.
