Three officials of Starr Photography, a multi-branch retail photo studio firm, will be arraigned Wednesday on charges of fraudulent telephonic sales in connection with their company’s offer of “free” Florida vacations for customers who purchased an 8-by-10 photo of themselves for $49.95, authorities said. Arrested on the charges, which carry maximum sentences of three years in prison and $10,000 fines upon conviction, were the firm’s two owners, Bill K. Watkins, 28, of West Covina, Stewart Shapero, 60, of Hacienda Heights, and Pasadena studio manager Terri Lee Giuliani, 26. Deputy Dist. Atty. Julie Sergojan said customers who purchased photos were not given free trips, but were instead eventually offered trips at the same cost as at regular travel agencies.
