Massachusetts Gov. Michael S. Dukakis already has taken in $3 million for his presidential campaign, his aides say, a figure that would give him the fastest financial start of any of the seven Democratic presidential contenders. Dukakis’ political director, Paul Tully, said contributions probably would total $3.5 million by June 30, a little over a month after Dukakis announced his candidacy and the end of the quarterly period for reporting to the Federal Election Commission. The early leader in the Democratic fund-raising competition had been Delaware Sen. Joseph R. Biden Jr., who collected nearly $2 million by March 31.
