Rolling Hills : Landslide Lobbying Effort
The City Council voted unanimously to join the City of Rancho Palos Verdes in retaining the legislative consulting services of E. Del Smith & Co., which will lobby Congress and the Army Corps of Engineers to finance a study of measures to halt shoreline erosion thought to be caused by landslides in both cities.
Last year Congress passed legislation authorizing the corps to study various methods of containing the erosion, but failed to authorize any funding for the study.
The Flying Triangle landslide in Rolling Hills is northeast of the Portuguese Bend landslide in Rancho Palos Verdes. Both are slipping toward the ocean and have destroyed several homes.
The cities have agreed to split the $2,500 monthly fee for the lobbying services, which are provided on a month-to-month basis and can be terminated at any time.
Rolling Hills has budgeted $5,000 for the services, City Manager Terrence Belanger said. Rancho Palos Verdes has authorized spending $10,000.
