Charges of rigging bids on a traffic signal project in San Jose has resulted in a $600,000 fine against Steiny and Co., a Los Angeles electrical contracting firm. U.S. District Judge William Ingram in San Jose levied the fine after the firm entered a plea of guilty to charges that it bid $403,079 to modify 12 traffic signals while three other firms bid slightly higher amounts. One of the other companies, Howard Electric and its president, Theodore Strotman, pleaded guilty to criminal charges last fall. The other two firms, CVE Inc. and Rosendin Electric, still face charges.
