The U.S. Environmental Protection Agency asked the state for assurances that the quality of the water in the Sacramento-San Joaquin Delta is being protected. EPA Regional Administrator Judith E. Ayres of San Francisco wrote her concerns to the chairman of the State Water Resources Control Board, W. Don Maughan, saying that despite “historic efforts by the state,” the Sacramento-San Joaquin Delta, San Francisco Bay estuary “is not being adequately protected.” Until the EPA is satisfied, Ayres added, the agency holds that “the state board should not allow any further incremental diversions of fresh water flows above those that are presently permitted.”
