The Pentagon is delaying plans to send helicopters to Kuwait while Saudi Arabia attempts to organize regional forces to complete removal of at least 11 mines apparently laid by Iran off the main Kuwaiti harbor, Reagan Administration sources said. Saudi Arabia has four U.S.-made minesweepers and is “trying to organize a force from other Persian Gulf states, rather than introduce a lot more U.S. or Western equipment,” one Pentagon source said.
