Energy Secretary John S. Herrington released guidelines for U.S. industries to sell nuclear safety equipment and services to the Soviet Union and Eastern European nations. A document setting out the guidelines said they are intended to enhance the safety of civilian nuclear power plants “consistent with U.S. national security and non-proliferation interests.” In releasing the document, Herrington said the United States had played a “leading role” in promoting worldwide nuclear reactor safety.
