The United States must become more vigilant about a Chinese “intelligence threat,” the conservative and influential Heritage Foundation said in Washington. Recent events have alerted Americans to “near-criminal neglect” of security at some U.S. diplomatic posts abroad and to extensive Soviet espionage activities within the United States, the foundation said. It recommended “tightening counterintelligence of non-Soviet Bloc targets, especially the Peoples Republic of China.” The Chinese were described as methodically building an espionage apparatus aimed at acquiring U.S. technology.
