A group of Fallbrook residents has officially launched an effort to incorporate the rural community, setting an initial goal of collecting the signatures of 3,500 voters on a petition to qualify the issue on the ballot in June, 1988.

More than 40 residents met Thursday night for the initial meeting of the Fallbrook Incorporation Coalition, the group pushing for cityhood.

The group appointed a five-member steering committee made up of John Paget, Richard Blacker, Tom Blake, Sam Gorsline and Page Pratt. Paget, a certified public accountant, will serve as the group’s spokesman.

Formation of the pro-cityhood organization follows the release of a report last month that predicts the incorporation of Fallbrook is economically feasible, with a new city of more than 25,000 residents and a budget surplus of close to $1 million after one year.

The incorporation coalition has until Oct. 1 to gather the required signatures to put the issue on the ballot, but leaders of the group say they expect to have the petition drive completed long before that. They stressed that even those residents who do not favor incorporation should not oppose having the issue placed on the ballot.

If the incorporation is placed on the ballot, it would mark the fifth time Fallbrook voters have considered the issue.
