About 8,000 postal workers marched outside Postal Service headquarters Friday to protest a management contract proposal that union leaders say would create a “permanent second-class work force.”

The management plan would double the number of temporary workers, who are paid $5.25 an hour and would make up 6% of the work force under the management plan. The current pact expires July 20.
