House Calls on Reagan to Seek Gulf War Truce : House OKs Bill Seeking End to Iran-Iraq War
The House adopted a resolution today urging the Administration to press for a cease-fire in the nearly 7-year-old Iran-Iraq war that has claimed more than 400,000 lives.
The resolution, approved on a voice vote, said U.S. policy should support a cease-fire and a negotiated solution to the war, including a withdrawal to prewar boundaries and the establishment of an international tribunal to investigate the war’s origins.
It declared the “sense of Congress” that if either side rejects this proposal, the United States should support international moves against whichever side refuses to negotiate and continue trade restrictions. Iraq, which is losing land in the war, has offered to negotiate but Iran has not.
The Administration supports the resolution.
The resolution noted the possibility of an Iranian breakthrough in the war that would threaten moderate Arab states around the Persian Gulf.
The resolution’s sponsor, Rep. Stephen J. Solarz (D-N.Y.), said that could “shake moderate Arab regimes to their very foundations” and the imposition of Iran’s fundamentalist views on its Arab neighbors could “spell the end” of attempts to solve Middle East issues involving Israel and its Arab neighbors.
