Vetoed a bill (AB 1343) by Assemblyman Richard Polanco (D-Los Angeles) to establish a gang violence reduction project in the Boyle Heights area of Los Angeles. The governor said he already has quadrupled the funding available for gang violence suppression. Assembly Floor Action:

Dogs: Passed and sent to the governor on a 54-16 vote a bill (AB 128) by Assemblyman Jack O’Connell (D-Carpinteria) to make it illegal to transport most dogs in the back of trucks without properly securing the animals. Working farm dogs would be exempted. Violations would be infractions with fines ranging from $50 to $250. Committee Action:

Street Gangs: The Assembly Public Safety Committee approved a bill (AB 2013) by Assemblyman Gwen Moore (D-Los Angeles) to crack down on street gangs by making it illegal to participate in gang activities with knowledge that members intend to engage in criminal conduct or to willfully promote such conduct. A 4-1 vote sent the bill to the Ways and Means Committee.

Obscenity: The Public Safety Committee rejected a bill (SB 5) by Sen. Wadie P. Deddeh (D-Chula Vista) to expand the legal definition of obscenity to make it easier to prosecute pornography peddlers. The vote was 3-0 with four yes votes required for approval.

Murder: The Public Safety Committee also approved a bill (SB 736) by Sen. Daniel Boatwright (D-Concord) to increase the prison sentences for persons convicted of solicitation of murder. The current sentencing range of two to six years would go to three to nine years. A 4-0 vote sent the bill to the Ways and Means Committee. Senate Committee Action:

Parole: The Senate Constitutional Amendments Committee approved a constitutional amendment (SCA 9) by Sen. Daniel Boatwright (D-Concord) to ask the voters to decide if the governor should have the right to halt the parole of convicted murderers after reviewing their cases. A 4-0 vote sent the amendment to the Appropriations Committee.

Legislative Pay: The Senate Appropriations Committee approved a bill (AB 2676) by Assemblyman Tom Bane (D-Tarzana) to increase state legislative salaries by 10%--from $37,105 to $40,816--starting in late 1988. A 7-0 vote sent the bill to the Senate floor.

Wine: The Senate Governmental Organization Committee approved a bill (AB 2308) by Assemblyman Norm Waters (D-Plymouth) to permit bed and breakfast inns to obtain licenses to provide wine to their guests. A 6-1 vote sent the bill to the Appropriations Committee.
