Roy Green, president of the Federal Home Loan Bank of Dallas, is resigning that post to become CEO of County Savings Bank, a $1-billion institution based in Santa Barbara.

His resignation from the $220,000-a-year FHLB job followed a 12-month period in which the net worth of the state’s savings and loan associations collectively declined by $5 billion to a negative net worth of $1.43 billion.

Green said he has not felt pressured to leave and believes his colleagues can cope with the region’s troubled thrift industry. “We know the problems and what needs to be done,” Green said.
