More than 40 Soviet Jews arrived in Tel Aviv from Vienna in what airport officials said was one of the largest groups of such emigrants in several years. Last week, four Soviet Jewish dissidents arrived in Tel Aviv from Romania, one of the few groups to emigrate through Bucharest instead of Vienna. Israel has been trying to persuade the Soviet Union to arrange for emigrants to travel through Romania, a Soviet Bloc nation, to prevent them from opting to go to the United States once they reach Vienna.
