Sen. Daniel Patrick Moynihan introduced a sweeping welfare reform bill that he said reflects a bipartisan consensus of the Senate and the nation’s governors. Moynihan’s Family Security Act, co-sponsored by nearly one-quarter of the 100-member Senate, emphasizes family responsibilities. It would require deduction of child support payments from parental paychecks and participation by most welfare recipients in education, training or work programs run by states. It would also require states to pay benefits to two-parent households where both parents are unemployed. President Reagan has threatened to veto the bill if it contains that requirement.
