Roger E. Birk, chairman of the International Securities Clearing Corp., was named president and chief operating officer for the Federal National Mortgage Assn. Birk has been a member of the Fannie Mae board of directors for the past two years. From 1981 until 1985, he served as Merrill Lynch’s chairman.
