Countywide : Chief Engineer Named for 3 Freeway Projects

Jerry E. Bennett, Orange County’s transportation planning director, has been named chief engineer for the two joint-powers authorities that oversee the Foothill, Eastern and San Joaquin Hills freeway projects.

Bennett, a former Caltrans travel demand forecaster, also worked as a construction engineer on Interstate 280 near San Francisco.

He has worked for 11 years at the Orange County Environmental Management Agency, recently serving as the agency’s director of transportation planning.

The joint-powers authorities, formally called the Transportation Corridor Agencies, raise money through developer fees for the three planned freeways. Cities, developers and county government each appoint representatives to the two agencies, which share the same technical staff.

The Eastern and Foothill corridor projects are overseen by one joint powers authority, the San Joaquin Hills project by another.

Bennett’s pay will be $60,000, according to a spokeswoman for the authorities. He lives in Fullerton.
