A San Diego area immigration consultant, the first person in the nation to face fraud charges relating to the immigration amnesty program, pleaded guilty Tuesday to two felony counts of immigration fraud.

William Givens, 41, was accused of providing phony documentation to aliens applying for amnesty through his consulting office in Chula Vista. The Tijuana resident faces a maximum penalty of five years in prison and a $250,000 fine on each fraud count when he is sentenced Aug. 31.

A co-worker, Maria Perez, also pleaded guilty to immigration fraud before U.S. District Judge Leland Nielsen.

Two aliens who obtained fraudulent rent receipts from Givens pleaded guilty to misdemeanor charges of illegal entry.
