Israeli soldiers mistakenly fired on U.N. peacekeeping troops just inside Lebanon, wounding two Norwegian soldiers. Defense Minister Yitzhak Rabin apologized but said it could happen again because of a “certain tension” in the area. A U.N. spokesman said the patrol came under fire from an Israeli tank six miles north of the border. It was the latest of several incidents in Israel’s “security zone” just north of the border with Lebanon, which is patrolled by Israeli forces and the South Lebanon Army, a surrogate militia.
