LONDON FASHION, WHICH WENT FROM DOWDY TO ROWDY 20 years ago, has turned Establishment. Evening clothes--often with serpentine shapes and deep necklines--have become an English specialty. Actress Gail O'Grady, soon to appear in the psychological thriller, "Findings," is typical of young Californians who like the new London look in clothes.
