A research arm of the Justice Department is calling for broader efforts to ensure that criminals compensate their victims as a condition of their freedom. “Neither the victim nor the taxpayer should bear the cost of crime if the offender is capable of making payments,” James K. Stewart, director of the National Institute of Justice, said. His comments accompanied guidelines for local officials to develop or bolster restitution programs. The report is based on a study of 27 such projects.
