Reagan Violated Laws in Scandal, ACLU Says
President Reagan violated the law in the Iran- contra scandal in at least three instances, the liberal American Civil Liberties Union said in a 95-page study of the affair released Thursday.
Reagan violated the law by not signing a written approval for the secret National Security Council operation to aid the contras and by not informing Congress of the Iran arms sales for 14 months, the report said.
In addition, the report concluded: “The President and Administration officials engaged in a wide variety of activities that were in clear violation of the Boland restrictions,” which from October, 1984, to October, 1986, prohibited official U.S. aid to the Nicaraguan rebels.
